Purpose
The Clinton County Resilience Plan serves as the County’s strategic framework for preparing for, adapting to, and building resilience against extreme weather.
It assesses the risks and vulnerabilities of critical county-wide systems – from infrastructure and housing to natural resources and the economy – to changing climate conditions like flooding and sea level rise, increasing temperature, and more frequent and severe storm events.
With these risks and vulnerabilities in mind, the Plan identifies projects and strategies to build resilience, to help us adjust how we live, work, and play, and to keep us all safe from the impacts of extreme weather now and into the future.
The Planning Process
The Clinton County Resilience Plan will be developed through a year-long, multi-step planning process, beginning in January 2026. A team of subject-matter experts will work directly with County officials to develop the Plan. The project team is advised by the Technical Advisory Committee (made up of technical experts from various local and state agencies). Feedback from stakeholders and community members will also guide the Plan. The planning process is funded by the New York State Department of State (NYS DOS).

Clinton County selected representatives to serve on the Technical Advisory Committee (TAC) which will meet at key milestones throughout the planning process to guide the development of the Clinton County Resilience Plan.
